In two days, the Governor will deliver his “State-of-the-State& quot; address to a joint session of the State Legislature and to the people of the State. The main purpose of the address is to provide an overview of the Governor’s policy proposals to the State Legislature. Particularly important to the address is the Governor’s fiscal plan: how he plans to spend state funds and to raise revenue. The specific blueprint for the Governor’s fiscal proposals is set forth in the Executive Budget, which will be submitted to the Legislature for consideration later this month.
