Groups on both sides of the issue held rallies, which took place in the well of the Legislative Office Building.
Governor Cuomo wants a tax cap of two percent or the rate of inflation, whichever is less.
The governor’s tax cap passed in the senate.
It still has to be voted on in the assembly.
